From July 3 to 5, 2023, the X Ibero-American Seminar was held at the MPIL under the title: The Impact of the Inter-American Human Rights System. Transformations in the social reality.

The Inter-American Human Rights System (IAHRS) is without doubt a place of innovation in terms of human rights legislation and policy. However, uncertainty reigns about its true legal, political and social effects, as many decisions face serious compliance problems. In this seminar we will discuss the legal, political and social effects with respect to the main problems afflicting the Americas. While most of them certainly continue to exist, the System is having a transformative impact on them on the ground, albeit with enormous differences between issues and countries.  These achievements, as well as the variations, should be of interest to academics, judges and policy makers in Latin America, as well as in other regions under similar stress, such as Central and Eastern Europe or Africa. To this end, the MPIL invited representatives of the Inter-American Court and the Inter-American Commission on Human Rights to speak on the impact of the ISHR on various areas of law in society.

During the 300th edition of the Ibero-American Colloquim, Alejandro Linares spoke about the role of the Colombian Constitutional Court in the peace agreement with the FARC, from his perspective as former President of the Court.
