Ibero-American Colloquium No. 357: "Perceptions and expectations of the Venezuelan migrant and refugee population on justice after January 3″

On November 4, 2026, Ibero-American Colloquium No. 357 took place on "Perceptions and expectations of the Venezuelan migrant and refugee population regarding justice in the post-January 3 context", with Ligia Bolívar Osuna. The session focused on the situation in Europe (Germany, Spain and Iceland) regarding access to justice for human rights violations and crimes against humanity.

Ligia Bolívar Osuna is a research associate at the Human Rights Center of Andrés Bello Catholic University (UCAB) in Caracas, Venezuela, and General Coordinator of AlertaVenezuela. She is also an associate researcher with the Transforming Human Rights research consortium at FAU Erlangen-Nürnberg. She has previously worked with organizations such as Amnesty International and PROVEA, and served as a consultant to the Inter-American Institute of Human Rights.

Drawing on the research report Justicia desde el desarraigo (CDH UCAB, 2019) and in light of recent developments in international criminal justice, she examined demands for truth and reparation, levels of institutional trust and the factors perceived to drive impunity. She outlined her qualitative methodology, based on confidential focus groups with Venezuelan nationals who emigrated after 2000 and now live in these European countries. As the project is still ongoing, its findings will be published by the CDH UCAB, with the full anonymity of all participants strictly guaranteed. Bolívar Osuna stressed that this research is part of a broader project on the role of Venezuelans in exile in the pursuit of truth, justice, reparation, memory and guarantees of non-repetition.
