Von Bogdandy and Morales Antoniazzi participate in a DIRAJus V expert meeting on the Inter-American System
The DIRAJus V programme of the German Development Cooperation GIZ convened MPIL researchers for an expert meeting on the Inter-American Human Rights System in Costa Rica.

On 19 June 2026, Armin von Bogdandy, Director of the Max Planck Institute for Comparative Public Law and International Law (MPIL), and Mariela Morales Antoniazzi, Principal Researcher at the Institute and Coordinator of the Ius Constitutionale Commune in Latin America (ICCAL) project, participated in an expert meeting on the Inter-American Human Rights System organised by the DIRAJus V programme of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
The meeting was held under the coordination of Viola Boelscher and brought together experts involved in the analysis and strengthening of the Inter-American Human Rights System.
DIRAJus V and access to justice in Latin America
DIRAJus, which stands for Regional International Law and Access to Justice in Latin America, is a German Development Cooperation programme aimed at strengthening access to justice and regional institutions for the protection of human rights.
Its fifth phase runs from 1 April 2026 to 31 March 2029. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and works with the Organization of American States (OAS) as an institutional partner. Its activities are carried out in Colombia, Costa Rica, Ecuador and Mexico.
DIRAJus V promotes exchange among public institutions, international organisations, universities and other actors committed to human rights, the rule of law and access to justice in the region.
Themis IA and access to Inter-American case law
Among the initiatives associated with the programme is Themis IA, a platform developed jointly with the Inter-American Court of Human Rights to facilitate access to and analysis of Inter-American case law.
The platform seeks to broaden access to the Inter-American Court’s decisions and legal standards for judges, litigators, researchers, students and others interested in the Inter-American Human Rights System. In this way, it contributes to making Inter-American case law more accessible to different audiences and to strengthening its study and use in legal practice.
Legal research and international cooperation
Von Bogdandy’s and Morales Antoniazzi’s participation followed their institutional agenda in San José, which included the tribute seminar for Pablo Saavedra Alessandri organised by the Inter-American Court of Human Rights and a meeting with the German Ambassador to Costa Rica.
The meeting provided a space for dialogue between the legal research carried out at the MPIL and international cooperation programmes linked to the Inter-American System. In particular, it forms part of the work of the ICCAL project, which examines the role of human rights, regional institutions and legal dialogue in processes of constitutional transformation in Latin America.
